Auto Theft Investigations for Crime Analysts
Taught by Chris Houston, Special Agent with National Insurance Crime Bureau and hosted by the UCAC
Auto theft has evolved from a nuisance property crime into a complex issue often linked to organized criminal networks. As agencies adjust their investigative approach, crime analysts play a key role in identifying trends, developing leads, and supporting proactive enforcement efforts. This session will provide crime analysts with practical tools and strategies to support auto theft investigations. Topics will include local and regional auto theft trends, common theft methods, vehicle recovery patterns, cellular data, phone downloads, search warrant considerations, and investigative platforms including ISO Claim, Carfax, BERLA, FLOCK, NMVTIS, and NHTSA.
Participants will learn how to analyze reports, recovery data, suspect information, and geographic patterns to identify hotspots, forecast future theft locations, and provide actionable intelligence to investigators.

No-Cost Chronologies: Building Better Timelines with Free Tools
Taught by Breanna Haney, Director of the Upstate Crime Analysis Center
Timelines are one of the most useful tools analysts can use to keep a crime series organized and make sure key information is easy to follow. In this session, participants will learn how to use Microsoft Excel to build a timeline that is clear, easy to update, and useful for investigators, command staff, and patrol officers. The training will cover how to organize dates, times, people, groups/gangs, places, vehicles, incidents, notes, and weapons used. The goal is to show a simple way to keep information in one place and turn case details into something that can support investigations, decision-making, and situational awareness.
No specialized software is needed. Just Microsoft Excel and a practical way to keep crime series information organized.

This two-day event offers an opportunity to learn about sex trafficking in the Upstate, receive hands-on training in open-source intelligence (OSINT) skills for online investigations, and collaborate in teams to help identify potential trafficking victims. All new leads developed during the event will be turned over to local law enforcement for further investigation. No prior experience is required, making this a great opportunity for anyone interested in online investigations to get started. Participants must be 18 years or older due to the nature of the content.

Mobile Phone Investigations & Cellular Record Analysis
Taught by Jeffrey German, Detective with the City of Joliet, Illinois Police Department and trainer with Hi-Tech Investigations LLC, and hosted by UCAC
Participants will be introduced to the proper methods for seizing, preserving, and analyzing mobile phones. Mobile forensic tools such as GrayKey, Cellebrite, and Magnet AXIOM will be discussed. Students will learn about data stored on Apple and Android devices and how to use Cellebrite and Magnet to review phone extraction data. The course will also introduce cellular network technology and explain how Cell Site Location Information obtained from cellular providers can be used in criminal investigations to locate a device historically and during live tracking. Topics will include tower dumps, area dumps, and cellular network analysis drive testing. This hands-on course will allow students to work with a forensic mapping tool to analyze geolocation data.
Course Requirements
Participants are required to bring:
- A laptop with internet access
- Google Earth Pro for Desktop installed on their laptop
- A mouse to use with the laptop
Upon Completion
Participants will be able to properly seize and handle cell phones to help ensure the best evidence can be extracted using forensic tools. They will be introduced to various methods and tools for extracting data from cell phones and will learn efficient techniques for analyzing phone records using Cellebrite. Participants will gain a better understanding of how cell phones collect and store data, how cellular networks operate, and how to identify, obtain, and forensically map cellular records to determine historical phone locations. They will also learn about device location information stored by iOS devices and location data stored by Google that may be obtained through a court order. Participants will learn how to leverage Google device location data through geofence warrants, which can be used in both current and cold case investigations.

Data Informed Community Engagement in Action: Collaborative Crime Prevention Training
This free, full-day, in-person workshop helps public safety leaders, government agencies, nonprofits, and community stakeholders collaborate to prevent crime and manage public spaces effectively. Through Data-Informed Community Engagement, participants will learn to apply crime analytics, build partnerships, and design sustainable strategies tailored to local needs. With interactive exercises and case studies, attendees will leave with practical tools, leadership skills, and a clear roadmap to launch or strengthen community safety initiatives.
Open to anyone—this is an educational and information-sharing symposium, and no prior skills in Risk Terrain Modeling, crime analysis, or crime prevention are required.

We brought together students, faculty, staff, law enforcement professionals, trafficking survivors, advocates, and dedicated community members—some entirely new to the realities of trafficking and OSINT investigations. Thanks to outstanding training from the Prevention Team Lead at Switch and Crime Analyst at Holly Springs Police Department, teams Alpha, Bravo, Charlie, and Delta identified several actionable leads to be passed along to law enforcement.
